Abstract
The research question addressed in this project is: How can I, as an ESL teacher, use what I learn about the special education referral and identification process for ELs in Large Urban Districts A and B to streamline the special education referral and identification process for ELs in Suburban School District? The motivating factor for this research was one teacher's struggle to advocate on behalf of ELs with suspected learning disabilities in reading. The author interviews ESL and special education staff in three districts and at the state level and compares procedures and documents used in the referral and identification process for special education. She highlights the procedures and documentation that already exist in her own district and makes recommendations for streamlining the special education referral and identification process for ELs.
