Abstract
In today's age of standards based education and high stakes testing, many teachers have focused only on summative assessments in their classrooms. It is, however, important to employ a balanced assessment system using formative and summative assessments to ensure the highest level of student success. Teachers must be taught the characteristics of formative assessment, but they also need to learn how to best integrate it into their classroom environment. Research shows the best practices in professional development are aligned with those of formative assessment. The formative assessment professional development program created in this capstone models best assessment practices and answers the question how can a formative assessment professional development program be developed to model best assessment practices.
